ACT Vulnerable Road User Rules (Must-Pass)

Vulnerable road users — pedestrians, cyclists and motorcyclists — lack the protection of a vehicle, and this is a must-pass category in the ACT test. The focus is the legal safe space you must give them.

Minimum passing distance for cyclists

  • Speed zones at or below 60 km/h: leave at least 1 metre.
  • Speed zones above 60 km/h: leave at least 1.5 metres.
  • To achieve this you may cross centre lines or straddle lane lines when it is safe and you have a clear view.
  • If you can't pass safely, wait behind the cyclist.

Cyclists' right of way

  • Cyclists have the same legal rights and obligations as other road users.
  • If a cyclist is in a bicycle lane, motorists must give way.
  • Check mirrors and look over your shoulder before opening a door (avoid 'dooring').

When pedestrians have priority

  • When turning, give way to pedestrians crossing the road you are entering.
  • Always give way to pedestrians at a pedestrian crossing.
  • School crossings: give way to pedestrians approaching or on the crossing.

Speed and vulnerable users

A pedestrian or cyclist hit at over 30 km/h is likely to be seriously injured or killed. Slow down and stay alert in high-pedestrian areas, school zones and around parked cars.
